Chair: Geoffrey Mackett BSc (Hons) MEPS AFIfL
Geoffrey Mackett is a Senior Civil Contingencies Officer with the Somerset Local Authorities Civil Contingencies Partnership. Based at County Hall in Taunton, he is the lead for Major Public Events, Human Health Issues and Coastal Pollution.
For the past five years he has been a member of the Glastonbury Festival multi-agency working group.
He is Chair of the Crowd and Event Safety Group and is the Somerset Representative for the EPS SW Group.
Dr. S. Y. Zachary Au B.Sc., M.Sc.,Ph.D., MIEHF
Zachary is an independent Human Factors consultant with over 20 years experience. He has been involved in crowd safety research and consultancy since 1991. He also has a keen interest in human factors, human errors and human behaviour issues in emergency response. Examples of his experience include:
Research to develop guidance on crowd safety management for the UK Health and Safety Executive (HSE), leading to the publication of the HSE guide “Managing Crowds Safely”.
Research into crowd safety risks at public venues and events and the development of a risk assessment methodology for the HSE.
Research for the UK Home Office and Department for Transports into human behaviours in emergencies to identify the operational requirements for the immediate response to a CBRN (i.e. Chemical, Biological, Radiological and Nuclear) incident in underground transport systems.
Development of a HAZOP type technique for the assessment of evacuation, escape and rescue (EER) from offshore installations for the UK HSE Offshore Safety Division
Assessments of the emergency response arrangements at onshore and offshore oil & gas installations, nuclear installations.
Crowd safety studies, assessments and consultancy services to many major events including the Notting Hill Carnival, Trafalgar Square New Year’s Eve Celebrations, the Millennium New Year’s Eve Celebrations in London West End, and various other London Millennium events in Greenwich, the Mall and the Royal Parks.
A study into persistence standing at the Manchester United Football Club’s Old Trafford Stadium.
Crowd flow and crowd safety studies on pedestrian access to new stadia.
Station design, upgrade and modification projects for numerous London Underground and Network Rail stations.

Michael Moody MEPS
As a Chief Inspector he was the Police Match Commander responsible for planning and event management for the numerous major sporting events, conferences and show business events within the London Borough of Hammersmith and Fulham. He worked as an active member of the Borough’s Safety Advisory Group and also operated in close liaison with the Borough’s Emergency Planning Officer. His portfolio of responsibilities included:

He had responsibility for contingency planning for a number of “sensitive sites” and also managing (at both Bronze and Silver level) major incidents including the terrorist bombing of Hammersmith Bridge; Paddington Rail Crash, and a fairground accident with several fatalities.
Since retiring from the Metropolitan Police in 2002 he has been engaged by The Football Association as a Crowd Control Advisor reporting the outcome of match visits directly to Senior Manager of Stadia Safety & Security of The FA. This has involved visiting a broad section of football stadia (both professional and amateur) within England and Wales and also overseas within the UEFA jurisdiction, meeting with stakeholders and assisting in event planning.
He is also currently engaged as an External Verifier of Spectator/Event Safety training courses provided by 1st4Sport (Coachwise)
Michael Moody served as a Police Officer with the Metropolitan Police Service for over 32 years. He gained extensive knowledge of commanding at Public Order events, Risk Assessment and Operational Planning.
As a PSU Commander he was regularly involved at major pre-planned annual events i.e. Notting Hill Carnival, New Year’s Eve in London’s West End (including Trafalgar Square) as well as dealing with spontaneous incidents.
