EPS CBRN Group Terms of Reference
1 To represent the Emergency Planning Society (EPS) on CBRN (chemical, biological, radiological or nuclear) emergencies. This includes CBRN emergencies resulting from deliberate, accidental and natural causes.
2 To report key activities of the Group to the main body of the EPS through the Director of Business Services.

Peter served with West Yorkshire Fire Service for 31 years, and attended a rich variety of operational incidents as Incident Commander. He is a Hazardous Materials Officer and as such responded to incidents involving chemical, biological and nuclear materials.
He headed up the research and development unit and implemented many key changes within West Yorkshire, undertaking detailed project management to deliver large scale operational equipment projects on time and under budget. He has written and implemented Emergency response plans for risks across the county.
Peter was the Emergency Planner and Business Continuity officer for a Local Authority within West Yorkshire where he wrote, implemented and trained colleagues on Business Continuity.
Since June 2007 Peter has held the position of Emergency Response Manager for International Nuclear Services. He has written and implemented response plans for the transportation of nuclear material. He trains and delivers presentations to other key Stakeholders on managing and responding to incidents involving Nuclear transport.
Peter holds a MA in Civil Protection, a Diploma in Management Studies, NEBOSH Certificate, and a Post Graduate Certificate in Education. In all roles he has developed, agreed and implemented policy for the provision of COMAH plans. Developed detailed emergency response plans. Written and implemented BC plans. Undertaken Multi agency training for stakeholders and created curriculum development for training courses.

Chris has been involved in emergency planning since 2003 working for a variety of organisations ncluding the Environment Agency, Local Authorities and more recently the NHS. Chris is currently the Emergency Planning Manager at NHS Calderdale responsible for all elements of emergency planning and business continuity within the organisation but with a particular interest in mass casualty planning and the response of the wider NHS and social care system.
In 2010 he obtained a Masters Degree in Risk, Disaster and Environmental Management from the University of Huddersfield. His dissertation focussed on the transfer knowledge between responders in planning and responding to the Swine Flu Pandemic in 2009/2010.

Vicky has worked in the NHS since 1996 and has work in both Acute Trust and Primary Care Trust settings. She has worked within the Primary Care Trust (NHS Calderdale) since 2001 as a Primary Care Development Officer, working with General Practices and Community pharmacies. She was successfully recruited as the Emergency Planning Co-ordinator at NHS Calderdale in 2008 to deliver an Emergency Planning and Business Continuity function throughout the PCT.
Vicky has been an Associate Member of the Society for just over two years and has attended the majority of AGM and sites visits.

Events Co-ordinator: Katie Fisher
Katie has been an Emergency Planning Officer for the past 6 years. After spending 5 years at North Yorkshire county Council, she moved to City of York Council where she is an Emergency Planning Officer and Business Continuity Advisor.
Before joining the Emergency Planning world, Katie qualified from York St John University as a primary school teacher. She has also worked as an Operations Manager in an electrical and mechanical maintenance company.
Katie has been an active member of the Emergency Planning Society since February 2009 and has sat on the Exec board of the Yorkshire and Humber Branch for almost 3 years.
She works on a wide range of emergency planning areas including Community Resilience, Warning and Informing, Flooding, Mass Fatalities and Pipelines amongst others.

Matt has work for North Yorkshire County Council Emergency Planning Unit since 2004. He is currently a Senior Emergency Planning Officer responsible for COMAH, Scarborough Borough Council, Business and Environmental Services and Training and Exercise, amongst other things.
Matt has been involved with many incidents including the December 2013 East Coast flooding event, Majestic Hotel Fire in Harrogate, Camp for Climate protestors.
Between 2013-2014 Matt led the Command, Control and Communications project for the Tour de France whilst it passed through North Yorkshire.
Matt has been actively involved with the EPS since 2008 and became a Member of society in 2010.
